television licence
   The television licence, introduced in 1947, is a flat fee payable annually by all those using a television set. Two rates, set by the government, are currently payable, one for black and white television sets and the other for colour television sets. For many years the licence fee has been accepted as the best means of funding the BBC, a public service broadcaster, protecting it from both direct governmental interference and commercial pressure. However, the continuation of this licence fee has recently come under attack with the proliferation of new channels and the drop in BBC’s audiences. The BBC is now under pressure to develop new forms of income either to supplement or, at some stage, to replace the licence fee.
